The NBN: Is the ALP's plan the most cost effective?

A recent report issued by the Economist Intelligence Unit notes that Australia is spending 7.58% of its annual government revenues on the NBN.  South Korea, on the other hand, is spending less than 1% by encouraging private sector investment in their broadband network. South Korea's stated goal is almost the same as ours.

So why are we building this thing at the taxpayers expense when private enterprise would get it done with a much smaller impact in the annual federal budget?  Why can't we adopt the Korean model?

And/or the technology sector in S Korea is more impressive than locally.  One good thing about sharing a border with North Korea, you start developing all sorts of fancy toys

Or they have different local legislations allowing for it to be done cheaper there.

If its not commercially viable why would we try to connect pople in the middle of bum-fuck nowhere to 100M/sec broadband?

They are discussing various services (education, some medical etc) that can be done cheaper via internet than they can now.
