That is a fascinating article.
In my Women's Studies class, this issue was discussed. They reckoned that it wasn't a form of abuse by men against women because the women themselves wanted to wear the burqa - indeed, many of them loved it.
I debated that it was only because the subjugation of these women had been going on for so long that they considered it normal, therefore they didn't actually realise that it was an inequality.

On the other hand, I don't think it is the job of the state to tell people what to wear.
