Can't do terribly much if you have to have all measures passed by a referendum of the people and the people don't want to accept the hard measures.
Nothing terribly new there...to take great liberties with Thucydides, Athenian democracy worked as long as Pericles told the people what to vote for. Though, mind you, in its earlier days when people actually cared about the politics it did farily well...but people started caring more about watching plays (and not decent ones, but rubbish comedies that bear more than a slight resemblance to bullshit US sitcoms of nowdays) the system fell apart.
About Arnie, though, I was meant how in interviews he comes across as reasonalby intelligent, and if not always right, than at least interested in the issues he is speaking about, which somewhat surprised me.

If anyone is interested, the word "dictator" originally meant something similar, emergency powers given to a single figure in order to save the state from some crisis or other.
I'd be in favour of SG taking that role. Assuming, of course, we can be sure that he is worthy of the unlimited power he is given, and that he stays worthy or is removed, and that a system for picking his successors only picks other worthy persons.
