I wouldn't worry too much about that, the thing is unlikely to work.  It's only an attack on our right to freedom of speech and information, not an attack on our freedom of speech and information per se.

Only if you're talking about its effectiveness in stopping pedophiles. In terms of improving conditions in the government's mushroom farm, any filter would be effective, no matter how easy it is to get around, because the majority of people won't be bothered.
